Normally the Shirt Snob isn't a huge fan of lots of big ruffles, but they seem to work in this case. The Ruffled Blouse by Twelfth St. by Cynthia Vincent has layered ruffle trim at the deep V-neck, a single jeweled button at the front, a tie at the waist, elastic banding and ruching at the waist and cuffs, and 3/4 length sleeves.
